KCMAHSHL Rules and Procedures

The Kansas City Metro Area High School Hockey League uses the USA Hockey Playing Rules for league games.

Varsity games are scheduled for three 15-minute, stop-time periods with an ice make every other period (after the second period if the game starts with fresh ice, after the first if the game does not start with fresh ice).

Junior Varsity games are scheduled for two 15-minute, running-time periods and one 12-minute, stop-time third period. During running-time periods, the clock will only stop to record goals and to assess penalties. If a penalty that resulted in a shorthanded situation expires after a stoppage of play while the clock is running, that team must remain shorthanded until the resumption of play, that is, until the puck is dropped. Immediately upon the resumption of play, the player in question may leave the penalty bench. If a player is serving a penalty for which his team is not currently shorthanded, such as a misconduct penalty or a coincidental penalty, and that penalty expires after a stoppage of play but before play resumes, that player will not be eligible to return until the next stoppage of play.

In either varsity or junior varsity games, if during the third period one team holds a 6 or more goal advantage over the other team, the game will at that point move to a running-time clock until either the lead ceases to be 6 or more goals or the game has ended. During the running-time period, the clock will stop only to record goals and to assess penalties. If at any time the goal differential ceases to be 6 or more goals, the game will revert to the normal, stop-time procedure.

Teams shall take the ice for warm-ups as soon as the resurfacing (if applicable) is completed and the resurfacer's doors are shut, or, if no resurfacing is scheduled, teams shall take the ice for warm-ups as soon as the preceding games' teams have left the ice. In games that include the announcement of the starting lineup, before a team takes the ice for warm-ups, the coach or assistant coach shall present an official starting lineup to the proper off-ice official (PA announcer). The home team coach may request to see the visiting team's starting lineup before presenting his team's lineup, but it still must be presented before his team takes the ice for warm-ups. Failure to abide by this rule shall result in a bench minor penalty being assessed to the offending team for delay of game.

In games that include the announcement of the starting lineup, the players on the ice for the presentation of the starting lineups must be the players indicated on the official starting lineup sheet presented to the officials. If a player or players fail to appear when his name is called, or the wrong player appears when a name is called, his team shall be assessed bench minor penalty for delay of game. In the event that a player or players that are listed on the starting lineup sheet are unable to start the game for any reason, the coach must make the off-ice officials aware of the change and correct the starting lineup sheet before the announcement of the starting lineups begin. No exception to the above penalty will be made for failure to notify the officials of a change in the starting lineup. If a player or players are announced in the starting lineup and fail to start the game, the offending team will be assessed a bench minor penalty for delay of game.

All KCMAHSHL players and team officials are expected to stand at attention and conduct themselves with respect during the playing of the national anthem. Any player who fails to do so shall be assessed a minor penalty for unsportsmanlike conduct. If a team official fails to do so, his team shall be assessed a bench minor penalty for unsportsmanlike conduct

There are no time outs in KCMAHSHL regular season games. A team that attempts to call a time out during a regular season game shall be assessed a bench minor penalty for delay of game.

There shall be no undue delay after an ice make. In varsity games, after the ice make that occurs during the game, teams must return to the ice immediately after the ice make is finished and the Zamboni/Olympia doors are closed. Teams shall then go immediately to their bench area. Only the 6 or fewer players who will be starting the period are allowed to remain on the ice (no warm up period is allowed). Team that fail to adhere to this procedure shall be assessed a bench minor penalty for delay of game.

There are no ties in KCMAHSHL games. Regular season games that end in a tie will be decided by an immediate 5-man shootout. All players on the game roster who have not been ejected from that game shall be eligible to participate in the shootout (minor, major, and misconduct penalties shall be considered to have expired at the conclusion of the third period). If after each team has taken five shootout attempts the score remains tied, the game will move to a sudden-death shootout format, with each team continuing to take one shot each until one team scores and the other team fails to score. Teams must use a different player for each subsequent shootout attempt until one team has exhausted all of its players, at which time all previously eligible players on both teams are again eligible to shoot. Any goaltender on the game roster who has not been ejected from that game may defend during the shootout. Teams may change goaltenders before any shootout attempt by the opposing team. Goals scored during a shootout do not count toward a player's regular season statistics. At the conclusion of the shootout, the team with the most shootout goals will receive one goal on the game score. Two points will be awarded for a shootout win; one point will be awarded for a shootout loss. In the event a game does end in a tie due to error or circumstances beyond the league's control, each team will be awarded a shootout loss (one point).

Players who have played in five (5) or more varsity games shall be considered "varsity players". Junior varsity teams shall be allowed to use up to, but not more than, five (5) "varsity players" in any JV game (swing players). Players who are one of the top five scorers (points or goals) of their varsity team, however, are ineligible for use in a JV game so long as they hold that position on their varsity team. JV teams who are found to have used an ineligible player or players are subject to disciplinary action from the league, including but not limited to forfeiture of the game in which the ineligible player(s) was used. This is true of any team (JV or otherwise) found to have used ineligible players, either due to the rule above, incomplete registration, failure to pay league fees, or any other circumstances. Seniors are ineligible to play at the JV level without special permission from the league.

Players who receive penalties during games that result in game ejection(s) (game misconducts or match penalties) must serve additional suspensions according to USA Hockey rules. If a player who has in a previous game received a game suspension penalty is assessed another game suspension penalty in a subsequent game (repeat offender), he shall be assessed an automatic additional game suspension by the league for each previous infraction (second offense - automatic two-game suspension, third offense - automatic three-game suspension, etc.).

The league reserves the right to impose additional supplemental discipline to any player for actions on or off the ice.

The league reserves the right to modify or adjust these Rules and Procedures at any time. Decisions of the Commissioner in all league matters will be final.
